There are a few international ballet competitions where the participants compete for scholarships. But unless you already train at a world-class academy that prepares their students for these competitions - or can hire a private coach - you wouldn't stand much chance.

Here is a listing of the competitions:

Well dance your heart out, you might need to wait a while to deal with scholarships, but keep looking, if you can become like Sterling Scholar in high school or whatever the equivalent it is there, then go for it, just train long and hard and you can do it!
Over the summer work hard on everything bar stretches routines turns splits and point when classes roll around do your very best and show that you are working hard
A lot of other schools outside your country like in Britain and the U.S have scholarship programs where you would study and live at the school. This can be for a few months or a summer. You would need to audition.

Check out some schools outside your country like: http://www.sab.org/

Good Luck!
